Imagine an extraordinary new public park that embraces all New York Harbor, its ecology, its history, its culture, its magnificent beauty. Surrounded by water, steeped in the natural and cultural history of the estuary, Governor’s Island will re-emerge as the next great “world park”: an icon for the city, a beacon in the harbor. West 8 proposed an extensive and coherent design for this 2nd park for New York.

On January 17, 2007, GIPEC announced five teams of internationally renowned firms to participate in a Design Competition for Governors Island's future public open space.

 

The future of Governors Island has been in question since 1995 when the Coast Guard closed its facilities on the Island and, as of September 1997, all residential personnel were relocated.  President Clinton designated 22 acres of the Island, including the two great forts, as the Governors Island National Monument in January 2001, and on April 1, 2002, President George W. Bush, Governor Pataki, and Mayor Bloomberg announced that the United States of America would sell Governors Island to the people of New York for a nominal cost, and that the Island would be used for public benefit.

 

At the time of the transfer, deed restrictions were created that prohibit permanent housing and casinos on the Island. The Island was transferred to the people of New York on January 31, 2003, through the Governors Island Preservation and Education Corporation (GIPEC). 

 

In October 2006, GIPEC issued a Request for Statements of Qualification (RFQ) and received submissions from twenty nine teams representing 10 countries and 65 leading firms.  On January 17, 2007 GIPEC announced five teams of internationally renowned landscape architecture and architecture firms to participate in a Design Competition for Governors Island’s future public open space, including a great promenade around the Island’s perimeter; a new major park located on the southern portion of the Island, and improved park design within the Island’s northern Historic District. 

 

Each of the five finalist teams are invited to respond to a second-stage Request for Proposals (RFP) and to participate in a Design Competition.  The teams will prepare analyses and visual representations of a range of conceptual and illustrative design ideas for the public open space of Governors Island. A jury of distinguished design professionals and officials will evaluate the submissions, and a selection is expected in Summer 2007.  Public forums and exhibition, with opportunity for public input and presentation, will be part of the design process.

The Native Americans of the Manhattan region referred to the Island as Pagganck after the Island’s plentiful hickory, oak and chestnut trees. “I have often thought that Governor's Island could be dedicated to the Eldery and to homeless youth. These are the most vulnerable citizens in NYC so an Island would be a safe haven.
•Excellent re-use/re-habilitation potential for of the existing historic architecture

“What about something that would offer New Yorkers a chance to talk and reflect on their city in a whole new way? Since the island affords incredible views of Manhattan, Brooklyn and Staten Island it is a natural place to be both connected to the city, and outside of its confines. Maybe a sustainability laboratory, or a civic education center?”

“ The park design with waterfalls as well as open water flowing through the walkways are relaxing to the mind. Water design is designing blue where green design is great for the environment.
Extensive use of water and greenery are great elements that provide soothing relief in New York City where there is so much pollution and congestion.
