These are the most vulnerable citizens in NYC so an Island would be a safe haven. •Excellent re-use/re-habilitation potential for of the existing historic architecture • plus some child and geriatric services • in a beautiful public park. • Assign each child a resident "grandparent"; give everyone the support they need.
